For me this was very abnormal with the rests, it’s also important to mute in-between the strums otherwise it doesn’t sound right. Which I struggle to do cleanly with my left hand, so I chose to do this with my right hand. I’m not sure that would be possible by keeping the hand moving.
For the most part I’d agree about keeping the strumming hand moving but personally for me this track was one where I found it significantly easier to not do that.
