That green cap for tone soldered to the center pot body - how does the body get grounded? See if something is doing that job that doesn’t show in the photo.
If it is grounding thru the mount (which is foil), then it may be oxidized or torn and not really connected. I’d solder a wire from the bundle on the upper pot body down to the center pot body and I’d probably do the lower pot too.
