If your top row of strumming direction is all within one bar then it cannot be 8ths because you have five Down strums, three Up strums and spaces that suggest those are periods of musical but with no strums occurring.
Here is a full bar of 16ths.
D U D U D U D U D U D U D U D U
1 e & a 2 e & a 3 e & a 4 e & a
Now spaced out evenly.
D U D U D U D U D U D U D U D U
1 e & a 2 e & a 3 e & a 4 e & a
Your pattern has two Downs then some large gaps so it might be easier to work from the end of the bar.

It ends with an Up.
Before that are three Downs.
Before that are two Ups.
They are written with no gaps but there must be at least one 16th between consecutive Down and the same for consecutive Up strums.
Option 1

D _ _ _ D _ _ U _ U D _ D _ D U
1 _ _ _ 2 _ _ a _ e & _ 4 _ & a
This matches the count you have written.
Option 2

D _ D _ _ _ _ U _ U D _ D _ D U
1 _ & _ _ _ _ a _ e & _ 4 _ & a
Option 3

D _ D _ _ U _ U D _ D _ D U _ _
1 _ & _ _ e _ a 3 _ & _ 4 e _ _
I have no way of knowing which one matches the music you are listening to.
The reason I have written multiple options is to illustrate the importance of the spacing, the gaps between Downs and Up. You need to have consistent spacing. This is best done by marking a short line (I have used underscore on my keyboard) for each and every Down or Up that is not played. That way, the count for the Downs and Ups you do play become self evident.
I hope that helps.
