Because I just don’t know, why not use the stuck 3/4 chords for this???

I think Justin is being faithful to the original Dylan recording.

Hello Sally and welcome to the community.

Justin is teaching it the Dylan way.
But … the chords do lend themselves to adaptation and individual interpretation. If you want to use the song as a vehicle to practice stuck 3&4 then go for it. Or if you simply prefer the sound those chords bring, if it sounds good it is good!
